open url blogger.com and click on Sign in on the top right corner.
Now just click on Create New Blog button after login.
Choose Title, Url and Theme and click on Create Blog button.
Now your blog is ready to post content.
Just click on New Post on top left corner and publish the content.
How to change and select new theme ?
Click on Theme link on left side menu and select new theme of your choice. Then click on Apply button on next step.
In the left menu, you can handle the comments.
